Bulkhead attenuators are fixed attenuators, meaning they are designed to retain the same level of attenuation in optical fiber as measured in dB. Usually there is a male connector on one side that allows the fiber attenuator to be connected directly to the receiver equipment or adapter in the patch panel, and on the other side there is a female fiber optic adapter that allows the patch cord to be connected.
