Fan trays are used to remove the heat from the rack and are placed where there is a hot spot. The area may become hot because of insufficient circulation, for example, if there are no facilities at the top of an enclosed rack, you'd put a fan tray here, to get the air moving and stop the excess heat. When hot spots form, network rack cooling fans also move heat away from the server, but it pushes it out of the back rather than pushing air up or down. This is because, if the air were to be pushed upwards, it would be at risk for recirculating warm air back into the cool area.
